Participatory Governance Programme Manager
(Johannesburg, South Africa)

CIVICUS: World Alliance for Citizen Participation is one of the leading and most diverse international civil society networks, with members and partners in more than 100 countries and a staff of 40 people from over 20 countries. It implements a range of programmatic activities focusing on strengthening civil society and its role in governance and development worldwide.

CIVICUS is recruiting for a Participatory Governance Programme Manager to manage a multi-faceted capacity-building programme on participatory governance. The programme seeks to enhance the capacity of Southern-based civil society and government actors to promote and practice participatory governance at local and national levels through i) knowledge-sharing ii) skills-building iii) supporting networking and alliance building and iv) promoting innovation. Besides managing all aspects of the programme, the incumbent is expected to draw on his/her participatory governance expertise to contribute to the content development of an on-line participatory governance resource centre and to provide technical support to partners and network members as required.

1. Managerial and leadership responsibilities:

  • Manage all aspects of the programme, including financial and team management;
  • Provide leadership and strategic guidance in the development of the programme strategy;
  • Leading the department in developing and implementing an operational plan for the next phase of the programme;
  • Maintain and develop effective relationships with programme partners and wider networks;
  • Develop and implement an effective financing strategy with the view to achieving long-term financial sustainability for the programme;
  • Ensure effective monitoring for the programme and ensure that programme components are implemented in a participatory manner based on the expressed priorities and needs of partners;
  • Actively contributing to interdepartmental processes and providing support to other CIVICUS programmes and departments as required;
  • Representing the organisation at partner meetings and others as required.

2. Responsibilities related to knowledge generation:

  • Lead the content development of participatory governance practitioners’ online resource centre that shares best practices, innovations and existing resources on Participatory Governance;
  • Lead the development of operational support materials and learning modules;
  • Lead the development of a global “community of practice”;
  • Provide technical assistance to partners and network members as required;
  • Produce authoritative opinion pieces/articles on participatory governance related issues for external audiences.

The ideal candidate should have the following skills, experience and knowledge:

  • Proven track record of at least five years working experience in participatory governance, preferably in a developing country context;
  • In-depth knowledge of participatory governance principles and practices;
  • Commitment to principles of participatory governance and CIVICUS values, mission and vision;
  • Proven track record in managing complex operating programmes, preferably in capacity development;
  • High level ability to develop plans and to work toward their realisation and further development under demanding performance schedules;
  • Excellent analytical, people management and leadership skills;
  • Solid financial management skills;
  • Excellent written and oral communication skills in English and ideally one other major international language;
  • An advanced degree in an appropriate discipline of the social sciences.

Start date: as soon as possible.
Duration: Initial 2 year contract is offered.

Civil Society Watch Programme Manager

It implements a range of programmatic activities focusing on strengthening civil society and its role in governance and development worldwide.

CIVICUS is recruiting for a Manager to oversee its multi-faceted human rights programme, Civil Society Watch (CSW). The programme seeks to expose, address and prevent threats to civil society, particularly related to freedoms of association, expression and assembly. It also contributes to CIVICUS’ mission to strengthen civil society worldwide and protect space for civic expression.

In addition to managing and further enhancing all aspects of the programme, the CSW Manager is expected to draw on his/her successful background in campaigning, to lead the development of effective international advocacy strategies for the CSW programme and CIVICUS more broadly.

Responsibilities include:

• Managing all aspects of the programme, including financial and team management
• Further developing programme strategies and capabilities so that CIVICUS can provide effective and focused responses to threats against civil society
• Developing and maintaining effective partnerships with diverse stakeholders
• Writing and/or editing regular reports and articles on the status of civil society, paying special attention to identifying critical threats
• Representing the organization as required, including in lobbying and advocacy settings
• Ensuring the financial stability of the programme through developing fundraising strategies
• Working with other CIVICUS programmes on crosscutting issues
• Ensuring effective monitoring for the programme

The ideal candidate should have the following skills, experience and knowledge:

• Commitment to CIVICUS’ vision, mission and values
• Proven track record in managing complex operating programmes, preferably in the human rights policy and advocacy fields
• Proven track record in fundraising on programme and project levels
• Experience in managing advocacy campaigns
• Sophisticated understanding of civil society and human rights issues
• Demonstrated sound and strategic political judgment
• Ability to work successfully individually and as a contributing member of an effective team
• Excellent written and oral communication skills in English, and ideally one other major international language
• First-rate people management and leadership skills
• International work experience and strategic networks
• High level ability to develop plans and to work toward their realization and improvement under demanding performance schedules
• Qualifications in an appropriate discipline, preferably law, political science or development studies, ideally at the post-graduate level.

Start date: as soon as possible
Duration: initially a 2 year contract will be offered.
Salary: USD$ 58 278.10 per annum
